Profile: A. DeSalvo Extremely cruel and cold-blooded. Quick-minded. Highly dangerous both inside and outside the Ministry. His “experiments” and “curiosity” are indicative of his psychotic nature. I recommend an urgent psychiatric evaluation which will unquestionably lead to his removal from office, together with complete social isolation and compulsory treatment. Prior psychiatric evaluations have been hampered by the recurring disappearances of medical specialists sent to DeSalvo.
