Why didn't an achievement unlock?
Check the difficulty-specific award before replaying a quest.
Difficulty and paired achievements
Some objectives award different achievements in Government Elite and Trainee. Objective difficulty identifies the direct quest or animation award. Automatic grants are separate and work in one direction.
Earning Brave New World in Government Elite also unlocks Patria o Muerte!. Earning Patria o Muerte! in Trainee does not grant Brave New World.
Loading a completed quest
Loading a save with a quest already complete does not send that quest's achievement request again. Completing the quest from an earlier save is a different path, but it does not guarantee that Steam records an award.
Completion is not an unlock confirmation
A completed quest alone does not establish that Steam recorded its achievement. Difficulty and save state explain different award paths, not the cause of an individual failed unlock.
